Google Play gambling app rules

Google Play gambling app rules start from a ban: real-money gambling apps are prohibited unless the operator is licensed in the country concerned and Google has approved it through a separate application. Great Britain has been one of the permitted markets since 2017, so UK casino apps can be on Play, provided they block under-18s, stay inside their licensed area and never use Google’s billing.

Key takeaways

  • Real-money gambling apps are blocked on Google Play unless the operator applies and Google approves it for a specific country.
  • The operator needs a valid licence for each country the app reaches, and Google’s form asks for the licensee to be the same entity as the developer.
  • Approved apps must be free, rated for adults, age-gated, geofenced and kept away from Google Play billing.
  • Social casino games on Play must not offer real-money gambling or push players towards it.

Google Play gambling app rules: the short version

Google’s developer policies contain a section on real-money gambling, games and contests. Its starting point is blunt: Google Play generally prohibits apps that facilitate real-money gambling. The exception is an approved gambling app from a licensed operator, offered only in countries where Google accepts them. The United Kingdom is on that list, which is why you can search Play on an Android phone and find casino apps from Coral, Ladbrokes, PlayOJO, Casumo and 10bet.

Approval isn’t automatic. An operator has to fill in Google’s gambling application, show its licence and then keep meeting a list of conditions for as long as the app stays live. If it stops meeting them, Google can remove the app. For a player, the upshot is a short list of things you should always see on a genuine UK listing, covered in the checklist further down. Our hub for Android casino apps compares the apps that currently qualify.

From a blanket ban to UK approval in 2017

For most of Android’s early life, real-money gambling apps were barred from Google’s store altogether, and UK casinos asked Android users to download installation files from their websites instead. That changed in August 2017, when Google updated its policies and began allowing gambling apps in three countries: the UK, Ireland and France. The list has grown since, but the UK has been permitted throughout.

Those old website downloads explain why you still see talk of APK files on forums. Today there’s no need for them in Great Britain, and installing one bypasses every check described on this page. The dangers are set out on our casino APK downloads page.

The conditions an approved gambling app must meet

Google’s policy sets out requirements that apply to every approved gambling app. Here they are in plain English, with what each one looks like on your phone.

Google’s own list of common rejections adds detail on two of these: geo-gating has to stop both access and new registrations from regions outside the licence, and the safer gambling information should link to an outside resource. For UK players, that resource is often the National Gambling Helpline, GamCare or GAMSTOP.

What Google asks a casino before approving its app

Google’s gambling application form gives a useful view of how much checking happens before an app reaches you. According to the form, an operator must provide:

  • the licensee’s name, with a note that the licensee must be the same entity as the app developer;
  • the licensee’s registered address and the type of gambling the app offers;
  • the licence number, official file reference, regulator, start date and expiry date;
  • any separate internet distribution or advertising licences, where a country requires them;
  • the app’s package name and the website linked to the licence;
  • a copy of the gambling licence itself, without which the application is rejected.

The form also says that where a licence was issued outside the UK, the operator must supply its continuation licence from the Gambling Commission. In other words, an app aimed at British players needs a Great Britain licence whatever else the company holds. Any licence can be looked up on the Commission’s public register; checking a casino licence walks through the search.

Developer names and package names on UK casino listings

Two identifiers on an Android listing are worth reading. The developer name sits under the app title, and the package name appears in the web address of the listing after id=. The package name is fixed once an app is published, so it is a reliable fingerprint even if the app is renamed.

Play listing titleDeveloper shownPackage name
Coral™ Casino: Slots & GamesLC International Limitedcom.gala.android.vegas
Ladbrokes Casino Slots & GamesLadbrokes Mobile Development (contact entity LC International Limited)com.ladbrokes.android.mcasino
PlayOJO: Online Casino GamesSkill On Net Ltdcom.playojo.www
Casumo - Live Casino & SlotsCasumo Services Limitedcom.casumo.casino
10bet: Sports Betting & CasinoBlue Star Planet Ltduk.co.tenbet.sports.android

Coral’s package name begins with gala, a leftover from the app’s history inside a group that once owned Gala brands, and it is a good reminder that odd-looking identifiers can be genuine. What matters is that the developer or its contact entity leads back to the licence holder. The guide on checking a casino app developer covers that matching process.

Why Android casino deposits never go through Google Play billing

Google bans approved gambling apps from charging for downloads and from using Google Play in-app billing. Your Play balance, gift cards and the payment method saved in your Google account can’t fund a casino. When you tap Deposit, the casino’s cashier opens and offers its own methods, which may include a debit card, PayPal, Pay by Bank or Google Pay depending on the operator.

Google Pay is allowed because it isn’t Play billing: it passes a debit card from your Google Wallet to the casino’s payment provider, and you confirm with your fingerprint, face or screen lock. A credit card won’t get through, wallet or not. The Coral and Ladbrokes help centres set Google Pay’s floor at £5 in both directions, and cash-outs land on the card behind the wallet. Our page on Google Pay casino apps compares the rest.

Google requires gambling apps to carry its highest age rating, AO or the equivalent from the International Age Rating Coalition. In the UK, the IARC system shows PEGI ratings, so each partner app’s Play listing displays PEGI 18. Casumo’s listing also carries a note about in-game purchases including random items, which is part of the automated rating rather than a sign of loot boxes in casino games.

Ratings drive parental controls. With Google Family Link, a parent can set content restrictions on a child’s Android device so that apps above a chosen rating can’t be installed. Adults who want to stop themselves installing gambling apps have other tools, covered in blocking gambling apps on Android.

A PEGI 18 rating is a store filter. It doesn’t verify anyone’s age. UK casinos run their own age and identity checks before any game, including demo play, can be opened.

Social casino games and gambling ads on Google Play

Apps outside the approved gambling programme can’t offer real-money wagering or prizes of real-world value. Social casino games, with virtual slot machines and coins that can’t be cashed out, are covered by a separate rule: they must not promote or direct players to real-money casinos. Google gives this as an example of a violation.

Ordinary apps can carry gambling adverts only if they meet a list of conditions, including complying with local advertising law, not showing gambling ads to people known to be under 18, not being part of Google’s family programme and not containing simulated gambling content. If you see a children’s game or a free slots app pushing you to a real-money casino, it is breaking Google’s rules and you can report it from the listing’s menu. The difference between real-money and play-money slots is explained on our free casino apps page.

Checking an Android casino app against Google’s rules

Each of Google’s conditions leaves a visible trace on the listing, so a few taps confirm whether an app fits.

  1. Open the Play Store app and search for the casino by its full brand name.
  2. Read the developer name in green under the title and tap it to see the developer’s other apps.
  3. Scroll to About this app and check the description mentions a UK licence and safer gambling information.
  4. Confirm the button says Install with no price, and that the rating badge shows PEGI 18.
  5. Open App support and check the contact address and company name match the licence holder.
  6. Tap Data safety to see what the app says it collects and shares before you install.

If a casino you expected isn’t in the results, the reason is usually your device or account rather than the app; see casino apps not on Google Play. For the full install walk-through, read installing casino apps on Android.

Android devices without Google Play

Not every Android-based device has the Play Store. Many recent Huawei phones use Huawei’s AppGallery, and Amazon Fire tablets use the Amazon Appstore. Google’s gambling rules don’t apply to those stores, and UK casino apps are often missing from them. A licensed casino’s mobile website in the browser is the safer route on those devices, rather than an installation file from elsewhere. Our device guides for Huawei phones and Amazon Fire tablets cover the options.

On a phone that does have Play, sideloading a casino file from a link means Google Play Protect hasn’t checked the specific build you install, and the app may not update itself. The Apple App Store gambling app rules guide shows how iPhones handle the same apps without any sideloading option for UK users.

UK casino apps approved on Google Play

These three are published on Google Play in Great Britain by their operators’ own developer accounts. New Ladbrokes customers who deposit and play £10 on slots receive a daily batch of 50 free spins across their first ten days, so 500 at most, each worth 10p; every batch has to be collected from the in-app inbox by 23:59, and winnings carry no wagering. PlayOJO’s first-deposit reward (minimum £10) is 80 Big Bass Bonanza spins valued at 10p, paying any winnings in cash. 10bet doubles a first deposit to a £25 bonus ceiling, and that bonus has to be played through 10 times on slots inside three days. 18+, new customers only, terms and payment exclusions apply.

Frequently asked questions

Are gambling apps allowed on Google Play in the UK?

Yes, but only approved ones. Google Play prohibits real-money gambling apps by default and makes an exception for licensed operators that apply through its gambling programme and are accepted for specific countries. The UK has been permitted since August 2017. An approved app must hold a valid licence for the type of gambling it offers, block under-18s, restrict access to licensed locations, be free and avoid Google Play billing. Our Android casino apps hub lists apps that meet these terms, and checking a casino licence shows how to verify one.

Why can’t I find a casino app on the Play Store?

The most common reason is that your Google account or device isn’t set to the UK, because approved gambling apps are only shown in the countries they are approved for. Other causes include a device without Google Play services, an outdated Android version, a Family Link restriction or a parental content rating below PEGI 18. Searching for a generic word can also bury the app, so use the casino’s full name. The help page on casino apps not on Google Play works through each cause with fixes.

Can I pay for casino deposits with my Google Play balance?

No. Google’s policy bars approved gambling apps from using Google Play in-app billing, so Play balance, gift cards and the card saved to your Play account can’t be used for deposits. The casino runs its own cashier instead. Google Pay is a different product: it passes a debit card stored in Google Wallet to the casino and can be used where the operator accepts it. Both Entain brands, Coral and Ladbrokes, accept Google Pay from £5. See Google Pay casino apps for more, and bear in mind that British rules have refused credit card gambling since April 2020.

Is it safe to download a casino APK instead of using Google Play?

It is far less safe, and in the UK there is no need for it. An APK installed from a website or link hasn’t passed Google’s gambling approval for that build, isn’t routinely scanned by Play Protect and may not update automatically. Fake casino files are a known route for malware and stolen logins. Every one of our partner casinos is available on Google Play in Great Britain. If your device lacks Play, use the casino’s mobile website instead. Our guides to casino APK downloads and sideloading explain the risks.

What does PEGI 18 mean on a casino app listing?

PEGI 18 is the age rating shown on UK Google Play listings for real-money casino apps, because Google requires gambling apps to carry an adults-only or equivalent rating. It tells parents and Family Link that the app isn’t suitable for under-18s and lets them block it on a child’s device. It isn’t an age check in itself: no deposit or game is possible until the operator has confirmed your age and identity. For how ratings get assigned on each platform, read the app age ratings glossary entry.

Does Google check that a casino app is licensed?

Google’s application process asks for the licence number, regulator, licence dates and a copy of the licence, and says the licensee must be the same entity as the app developer. For licences issued outside the UK, the form asks for a Gambling Commission continuation licence too. That is a meaningful check, but it happens when the app is approved, so it is still sensible to confirm a licence yourself on the Commission’s public register. Compare the developer and support contact on the listing with the register entry, using how to check a casino app developer.

Why does an Android casino app ask for my location?

Google requires approved gambling apps to prevent access and new sign-ups from places their licence doesn’t cover, and UK operators have their own duty to do the same. The app may read your IP address, and some ask for device location permission to confirm you are in Great Britain. If you refuse location access, some apps will still work using other signals while others will block play. The Play listing’s Data safety section shows whether location is collected. See casino app permissions explained and the help page on location errors.

Are free slots apps on Google Play the same as casino apps?

No. Free or social slots apps on Google Play use virtual coins that can’t be withdrawn, so they aren’t real-money gambling and don’t hold a Gambling Commission licence. Google’s rules ban them from promoting or directing players to real-money casinos. A real-money app comes from a licensed operator, asks you to verify your identity and lets you deposit and withdraw. Licensed casinos may also offer demo versions of their games, which need age verification under UK rules. Our free casino apps page and the glossary entry on demo mode explain the differences.
